When opening a Japanese document in OpenOffice.org 1.9.62, noticed the View menu
is ignoring user selection.

Choosing either Print Layout or Web Layout will do the same thing.  They will
just change the Layout to the type that is not being shown.  For example if you
are in Web Layout and select View->Web Layout, you end up with Print Layout.

This is disconcerting, since even though it means well, the user interface is
actually lying to the user and when you discover this you can't tell if it is a
bug or intentional wierdness.  Since I never noticed it before I started
worrying that I might be having a low memory condition, is my document in
danger, etc.  This happened after another bug crashed Ooo so I was disturbed.

Suggestion: 

Do not make the menu items change operation according to the current view.
Instead, change the menu label "Print Layout" to "Print Layout" and change the
menu label "Web Layout" to "Draft View".

It doesn't seem true that the Web Layout is only about the Web, it seems mainly
used for editting without having your line of reading being interrupted by
simulated page breaks and margins.  To be precise, layout is the operation the
user is doing in the window when he or she is not entering text, whereas the top
two items in the View menu are about changing the way the user views that layout
(synonymous to a database view vs. entering data into a database or changing its
layout (table definitions).

The notion of a View is very important and useful to databases, and likewise it
is so with a Word Processor.  So the word "view" should not only be used more
than just as the name of a menu, but also expanded as a major functional
component of the overall system.

MRU->MMP: it is really not a good (logical) behaiviour, that the view modes
change between Web- and Print-Layout when I select the one, which is already active.
