This is an issue to OOo 3.0, but it's not listed yet.

The language of the items in the QuickStart and the system menus are in the
language used during the installation.
This may be very annoying to users of others languages, without too much
knowledge of the language used in the setup.

This is a request for making the menu languages change when changing the
language of the interface.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
