It's somewhat annoying how documents shift and scroll when going between
text and form-design modes. You can duplicate this by clicking text when
a control is selected, or selecting a control while in text editing mode.
This was very noticable in OOO Writer and OOO Base so far.
I stablized it by putting the form-design toolbar beside the formatting
toolbar, so at least one of them would always be there to keep it's height
constant.
 Perhaps it could be changed so its height is always left the same except
when the user removes it. ...Or have both toolbars side-by-side by default.

SBA->MMP: I know that I talked to CJ a while ago about the "jump schroll problem". 
I regard this a defect and not an Enhancement. -> changed.
I looked at

but I didn't find a matching issue.)
