Currently, some of the Tooltips of the buttons in the toolbar "Insert" include
the word "Insert", while some don't.

It reads "Insert Frame Manually", "Insert Endnote Directly", "Insert Fields",
but "Table", "File", "Special Characters", "Formula", "Section", "Entry"...

I propose to add the term "Insert ..." to all of the button's tooltips, because
if the Insert Toolbar is docked, the user doesn't get a hint, that the buttons
are adding new objects.

confirmed, tooltips should have consistent wording.

liz->os: I talked with cd about this and he says the central nameing is at
fault. (i.e. one resource for all three: menu, tooltip, customize toolbar list)
 
Making naming exceptions for some of the tooltips on the Insert toolbar and not
for others appears to not be consistent, thus this issue. 

Is it possible for you to add strings as "contextlabel" to the resources so that
the menu items are still only called "Table", "File", "Special Characters",
"Formula", "Section", "Entry", etc, but the tooltips on the icons include the
"Insert"? They would have to be separate resouces so the translations can be
correct, but that may cause drawbacks in performance time. (We have to decide:
Is it worth it to have a slower application so that these tooltips get separate
strings?) 

The strings which include "Insert", e.g. "Insert Table" could then also be used
in the Customize toolbar dialog lists so they are more explicit there, rather
than only "Table", etc.

Please advise about the possibilities. I suggest we also get designer input re
usability. ccing CJ.

Certainly we can add ContextLabel entries. They have been introduced just for
this purpose (in fact they were needed to support entries like
"insert/graphic/from file" in menu vs. "insert graphic from file" in the toolbox)
