After installing the application for all users, the quickstarter applet is 
added to the individual Starup folder and not the All Users Startup folder.  
This causes problems when the individual Start Menus are redirected to a single 
network location using Group Policy, since the application will attempt to 
start for users that may not have OOo installed.

of: I've had a look in m113. It works as designed. It's correct that this link
is vreated for every indivual user. Maybe we can change this later, when the
startup behaviour for OOo will be redesigned.

The problem with the current design is that Windows admins can redirect start 
menu folders for all users to a common location when using Group Policy in an 
Active Directory environment.  This allows the admin to manage a common set of 
icons for applications that are assigned to all users.  When OOo is installed 
with this start menu redirection in place, the icons become assigned to network 
users that do not have the application installed on their PC.  In this 
situation, it would be more appropriate for the icons to be created in %
systemdrive%\Documents and Settings\All Users\Start Menu\Programs.  I look 
forward to a possible feature enhancement.  Thank you.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
