When opening a RTF file, the Writer program fails to display the text position
correctly, making the file unreadable.

MRU->FLR: many of the tabulators are completely missing here after import.

I have confirmed that this defect still occurs in Apache OpenOffice 4.1.1 on Windows 8.1 Pro x64.  The result of opening the file completely matches the jepg image of what the file opened as when the issue was created.

The "offending" file is a simple \rtf1\ansi file of unknown origin.

The file opens perfectly in Microsoft Office Word 2013, matching the "what the file should look like" image without requiring any adjustments.

The file opens not quite perfectly in Windows 8.1 WordPad.  Once the page margins are changed from the WordPad defaults to allow wider lines, the display is perfect. 

In Apache OpenOffice 4.4.1, none of the tab settings, and the changes in tab settings for different groups of lines seem to be effective.  Instead, there are no default tabs and only one tab set at the far right of the page.  That is why the display is so awful.

In LibreOffice 4.3, the layout is different but the tab settings in the RTF file are not being used. The default tab settings at every 0.5" appear to be used. These are almost correct, but not correct enough to have every line match the column layout of the text.
