If I select a block of cells, then I ctrl-click to select another, it works just
fine.  But if I select ONE cell and then ctrl-click another one, it unselects
the first one. 

Ctrl-click should ALWAYS add the new cell to the current selection, even if the
current selection is only one cell.

works as expected in OOo 2.0
