The total page count shown in the header (eg. Page: 1 / 99 ) is incorrect when
using page styles. It displays one page too many.

Steps to create the problem were as follows:

Created Page Style CoverPage (no headers or footers)
Created Page Style IndexPage with headers and footers (header containing page count)

Went to end of first page
Inserted manual break with new page style being IndexPage.  Reset page number to
one.
Went to first page and reset the style back to CoverPage
Page count = 3, both in the header and on the status line, with only two pages
being present in the document.

Yes, it is a known problem. Please see issue 3910.

as regina mentioned: Known issue. It is a feature that unfortunately cannot be
turned off (OOo uses book-style layout. odd pages are always right pages, so
when an odd page number follows an odd page number (when you restart
page-numbering), OOo inserts an even (left page).
