Yes, it is a known problem. Please see issue 3910. as regina mentioned: Known issue. It is a feature that unfortunately cannot be turned off (OOo uses book-style layout. odd pages are always right pages, so when an odd page number follows an odd page number (when you restart page-numbering), OOo inserts an even (left page).
