Steps to reproduce:
- Insert an Add-on in a running instance of 1.9, with menu Tools > 
Package manager
- after the add-on is inserted, Package manager shows it is active, but there is no 
new icon and/or new add-on sub-menu. The user thinks it did not work.
- open a new window, with Menu > New : on this window you can see the 
new icon and/or new add-on sub-menu.

Found in 1.9.113 with two different Basic add-ons, converted or not to .uno.pkg.
Example : Paolo Mantovani Code Snippet Creator which 
creates an Add-on sub-menu

Newly added packages are only available after opening a new/another document...
They are not available in the document which are opened during adding the
Please add a comment to specs if this is the wanted/inevitable behaviour, thanks

changed OS to "All" since this problem exists on Solaris, too...

IMO it was intended that the Addon-Menu is updated also for the current
document, thus there is no need to update the spec.

@CD: decision was made in your team, so please comment...

cd: From our point of view this is not a defect, but a request for enhancement
as it works as designed. If you use Firefox or Thunderbird you even have to
restart the application to see a new add-on. OOo is able to handle this without
a restart. Currently you have to open a new window. May be we can find a way to
handle this without opening a new window, but it needs a rework of our current
