Reproducable:
1. Open an empty page
2. Type Text and assign "heading 1"
3. Goto "Tools->Chapter numbering" and assing number 1,2,3 to "heading 1"
   In "Position" the "Minimal distance from number to text" is auto set to 0,38
4. Save it as Word 2000/XP .doc 
5. Reopen it in OOO: It looks like "1Text". 
6. Have a look to "Tools->Chapter numbering",
   Register "Position", the "distance"-value is lost and set to 0,00
7. Close and open in MS-Word: A correct disctance is shown 


Sorry if I don't have the right words for "Chapter Numbering" etc. I'm using a
localized version.

This will be fixed by the implementations of issue 31372.
Reason of the problem is the different concepts of displaying spacings between
numbering and text in Word and Writer.
