I am opening a new isuue because I don't see how to comment on on existing 
issue.  This issue is closely related to issue 14600.

The problem is 14600 has been given low priority (I think) because the summary 
is limited in scope. The fact is that ALL HTML generated has the defect that 
paragraphs with zero before/after spacing are rendered incorrectly.  This is a 
common format in literary criticism work and is ofen used to acheive a single 
spaced effect in multiline text.

I was drawn to Open Office to get away from the parochial way MS Word does its 
HTML conversion.  But all the documents I tried to convert suffered from this 
defect.

I urge you to consider it at a higher priority.
