There is no apparent method of formatting the header or footer (eg font type,
size or attributes)

You can change the format of the Header and footer on the Slide master.

An ui for formating the Header / Footer is a feature and not a bug.

Header & Footer formatting:

                I encountered the problem of formatting the header and footer 
of changing the font type to some unknown but it changes to the nearest font 
type available.

Configuration:
 
Platform: PC
Operating System: Windows Vista Home Premium
Open Office version: 3.1.1 (OOO310_m19 Build 9420)
 
Steps Taken: 
1.	Open Impress.
2.	Select form toolbar View -> Header and Footer.
3.	Enter Header and footer and apply to slides.
4.	After applying we cant change the font size and font type of footer.


By using Slide Master:
1.	Open Impress.
2.	Select from toolbar View->Master->Slide Master.
3.	Write header, footer and apply font size, font type that you need for 
your slide.
4.	Click on Close Master View in Master toolbar.
5.	Now select slide that you want to create.
6.	Previously created Master Slides are on the right hand side of screen in 
Master Pages. Right click on Master Slide that you want to apply to your current 
slide and click on Apply to selected slide. The effects of master slide will 
apply to your current slide like font size and type for footer or header etc.
7.	This is one way of formatting the header and footer but still you cant 
change the font size or font type for a particular words in header it works fine 
with footer.

So the bug is replicated. 

Result of test:
I was able to replicate the bug. If you go in toolbar-> View -> Header and 
Footer and add header and footer to slides then you cant change the size or type 
or any attributes of font but there is one another method if you use Slide 
Master option then you can apply different font size, font type for single or 
any number of slides.  But one problem is that instead of using Slide Master you 
cant change font size or font type for particular words in header it works fine 
with footer.Also For changing header & footer style you need to apply Slide 
Master each time you cant do that directly.
	I have created .odp files by using Slide Master and also by using Header 
& Footer option to show that difference.
