it is ot possible to drag image that is anchored to paragraph in the header area 
in a page that is not the first in the document.

test steps :
create a new document. insert a header. insert some picture in main page area, 
check that it is anchored to paragraph. drag it onto header - it is possible to 
do so.

insert a page break, insert a picture in the second page. try dragging it into 
header area. insted it jumps to the end of previous page.

MRU->OD: it is not very intuitive that a graphic/frame jumps onto the previous
page, when it is moved over the footer of a page.
