I have a lot of Impredd documents made with 1.1, and i use intensively layers.
When i open these now in OO2-0 all Layers are joined in one, the presentation is
complete useless. One would expect from an update a kind of backward
compatibility. The layer featur in OO 1.1 made it clearly superior over
PowerPoint, which is also missing the layer control. OO2-0, from my view is now
just as unusable as Powerpoint! 

I marked this as defect, because it destroys my valuable data while converting
to Version 2!!!!!!!! I consider this a fatal bug!

This is not a bug as it works as designed. Maybe you can attach one of your
documents to see what is wrong with them? Normally the function and the look of
a presentation should not be disturbed by the lack of layers. Thanks.

It may work for you, but not for me. In Version 1.1 i used to create
multilanguage presentation, where all sketches and images are on one layer, and
text is put on one layer per language, and made visible as needed. This made it
easy to maintain a multilanguage presentation. The import shows now all former
layers at once, and this looks very bad as you can see in the attachment. This
issue is not solved, as a feature which made Impress superior over Powerpoint
was dropped, and again: it renders all my presentations useless, it damages
data, which i would say is by definition a serious bug. 'works as designed' may
be correct, but why do you design something new worse than the old one?

Changing to enhancement.
I'm sorry for the inconvenience but handling this as an enhancement is all I can
do at the moment. For presenting the documents OO1.1.5 will still do the job.

2 issues points this regression :

I think that it is work to repair this feature, but it is not an enhancement,
but a restitution. I can't use and modify my old presentations with OOo version
2. OOo 1.1.x was really an advance to manage multilingual and displayed and
printed documents differents. Losing this feature is a big regression in OOo
2.0.x, and it makes very bad pub to promote OOo 2.0 using 1.1.x because this
feature disappeared.
I don't understand why status is unconfirmed, it should be.
Could you change priority and fix a target milestone ?
