I think placing envelope formatting options to Insert -> Envelope is not lucky
choise. I'd never search the Insert menu in case I want to, in fact, change the
format. Thus I hope it should be in Format -> Page, or at least Format -> Envelope.

When You want to change the shape, You go to -guess -Insert Envelope again!
Still not convinced, that it should be in Format window?

The envelope format could be also part of context menu when right clicking on
envelope area.
