Create some database file, for example Spreadsheet file.
Now go New - Database (or start sbase), choose Open Existing, click on Open...
button to browse filesystem, and select the file.

General error.

Database wizard dosen't support spreadhsheet files (issue 58220). Maybe it could.

according to 
http://qa.openoffice.org/issue_handling/workflowcharts/RFE_issues_by_QA.sxd I 
reaasign this issue to requirements and set the status to new.
