For example,
highlight column A (or a cell in A)
set right border
highlight column B (or a cell to the right of it)
right click -> format cell -> broader - don't allow you to turn off border to 
the left of the cell

Workaround is to go back to the first cell/column to change the border setting.

I believe this should be elevated to DEFECT status unless it is the intention 
of the specification to allow setting border on one side of the cell only.

According to issue type classification, "Defect is a problem with an existing 
feature that is either not developed to spec or does not work as designed. 
These are often referred to as bugs."
