I think it doesn't make sense to have an issue with a dedicated target for this
but anyway ... Target 3.x

First and final attempt to validate this issue: Can anyone add hard data to this
task? I.e. what is the current startup time (on a specified system), what are
startup times from competitors, what is a reasonable trade-off between the ideal
startup (of zero seconds) compared to values users can realistically expect?

If anyone can add such data, please do. Otherwise I in my role as Product
Manager suggest to "invalidate" this task and close it.
