issue 60395 ( i60395 ) is fixed.
however,there are two bugs seemed to be the results of the integration of CWS 
swqbf51.

the first bug is:
open a.odt attached in issue 60395,ctrl+A ,on the "formating" toolbar, 
click "Bullets on/off",
something happens, then click "Numbering On/Off",nothing happens




the second bug is:
1. open the "b.odt" attached in issue 60395, click at the end of the first line.
2. on the "formating" toolbar, click "Bullets on/off",
something happens, then click "Numbering On/Off",something happens wrongly.

MRU->FL: we have to clarify, how to behave when Bullets are assigned to outline
paragraphs. The current behaviour is somehow logic - but only from technical
point of view. It is not really intuitive for a user.
Bulletscan only be applied as "hard" attribute to outlined paragraphs, because
bullets are not supported by Outline numberings.
