The transpose course of actions (cut or copy, insert contents with the checked
option 'transpose') does not support a strategy from the real world, namely to
transfer a sheet to a another desk and then turn it.  Recommendation: Consider
implementing  a 'turning' function for tables.  and   Paste Special, Transpose
not found  Recommendation: Add SmartTag to transpose after pasting add context
command to transpose current selection

The concept phase for OOo 3.0 has not started yet. Put this task "on hold" for
OOo Later. I will reconsider this usability issue for an earlier release if
resources are available.
