When customizing the toolbars, the user looks for a particular functionality. 
He has to select the toolbars one by one and then search for the required button.

This is tedious work; and requires the user to wander around the toolbars to
familiarize himself. It also requires him to take a top-down approach.

For example, user wants a button that provides shadow to an object.
This is part of "line and filling" toolbar.

But how will he know this? A shadow is not related to either "line" or "filling"!

Ok let us try the help file, which has an index entry "Shadows;Areas". Click on
it to go to the "shadows" page, which describes the button (at the bottom). 

BUT this page does NOT mention the toolbar where this button is located.

Desired:
Provide a "Button finder" GUI that allows him to enter his keywords and finds
the toolbar buttons that nearly match the description. He can make the final
selection from the few options.
