The staging server does not respond to HTTP requests.

Apparently so. The stage servers are not under any monitoring; hence nobody 
was paged looks like. Let me see if I can get someone to look into this over 
the weekend.

Opened internal ticket to look into this.

The site is now up.
We will find out what had happened in the meantime.

We found the root cause too!
CN had put this stage site behind proxy server yesterday and we verified it 
worked from the CN ip space, but didn't test it from outside. The necessary 
access-list changes are now made.
