Windows only, tested on terminal server w. user installation

First Time Wizard has no License to display and therefore does not activate the
continue button.
This blocks automated testing.

There seems to be some issue in Sun-Hamburg internal readlicense, so that the
generated license files are empty.  Workarounded for now by copying the license
files from MWS, specific (non-warnings01) issue will follow.  Also, this only
affects StarOffice installation sets, the OOo installation sets should be ok.
