Add for error bars in chart: new type of standard deviation, based on sample. 
Currently only std.dev. based on population is available. Excel only supports 
std.dev. based on sample.

We should at least consider a flag for the API for ErrorBars before it gets
published. The implementation is very easy. Open questions are, if we want to
offer a UI for that, and store this flag in the file format.

Just changing the behaviour seems inappropriate, as you would see different
error-bars in loaded files.

Isn't this bug a duplicate of Issue 366 ?

->Hagar de l'est: No, this issue is about using a different formula for
calculating the standard deviation based on the data given. Issue 366 is about
taking pre-calculated, measured or whatever error values from cell ranges in
addition to the data you get from (other) cell ranges.
