Objects can be placed in different layers, but it is difficult to find out, in
which layer the object is located. The only way I found was to hide a layer and
to see if the object is hidden.

My proposal:
a) add a tab in the menu "Format - Position und Groesse" called "Layer" where
the layer of that object can be changed, e.g. in a drop-down list. This would
also be accessible through the context menue (right-click)
b) add a drop-down list in the toolbar "Linie und Fuellung". The value indicated
should be the current value of the layer of the selected object. Changing this
value would move the object to the new layer (behaviour as in Autocad 2000). If
many objects are selected that are located in different layers, blank could be
shown.

I'd appreciate this concept, because it would enhance the nice layer feature a lot.

(sorry, german OOo, I do not know the items in the english version)

If you click on the object, its layer is shown in the status bar.

Yep, that would make a nice way to control object order.
