A document with a header and footer is created in Microsoft Word XP (latest 
fixes).  Press ctrl-enter to get a second page and again to get a third page.  
The header and footer show up on all pages.  Save as RTF.  Open the RTF in 
OpenOffice.org 2.0.3, the header and footer show up on page 1 and 3 but not 2, 
it is as if it was changed to an alternating header and footer.  I am 
attaching a zip file with both the .doc and .rtf files.

I have only tried this on Microsoft Windows XP.

We have no work around for this since the system is based on RTF documents.  
This is preventing our role out of OpenOffice.org 2.x to our customers.

Open the attached RTF in OOo:
1) the footer is completely missing
2) the header is not imported with the flag "same content on left/right pages"
in the page style

I just found out it also changes the header and footer to alternating when 
importing the .doc file.  We were trying to do some sort of work around when I 
tested this.  It looks like headers and footers are completely broken for 
importing any type of Microsoft Word document, .doc and .rtf.

Andreas, please have a look on this. If the doc file also doesn't import
correctly and this turns out to be a general problem we will need to lower the
target version. In case it's an "RTF only" problem or a very special problem of
this file only the "3.0" target seems to be appropriate to me and you can assign
the issue to hbrinkm.

I think I encountered to the same problem. I checked isssues 11717, 58770, 
60332, 60394 from the database after a query. I think that I have a concrete 
testcase to add here. Please be patient and I will go through it.

It is not that random as I first thought.
I made even simpler test case this time.

User "mba" was wondering if this only related to the file sended by "sherter". 
I can verify with my files that this is not related to that file.

The amount of sections seems not affect.
But in every second section header and footer is not visible.

There was some discussion that should this issue be handled in version 3.
According to my experiences RTF is quite widely used format and this issue 
should be corrected as soon as possible.

Of course you have lot to do and there is priorities - so that is up to you.

The test

CREATE simple RTF - no bells and whistles

1. new document with Word 2002 (10.6802.6735) SP 3 (English version)
2. VIEW => Header and Footer
3. Add text to Header and Footer
4. INSERT => Break => Section break types => Next Page
5. Repeat previous phase 6 times, and you have 6 sections separated
6. save this as document as "RTF_from_word.rtf"

Section 1: OK, HEADER VISIBLE, FOOTER VISIBLE
Section 2: OK, HEADER VISIBLE, FOOTER VISIBLE

I tried this with 2.1 and it no longer turns headers and footers into 
alternating headers and footers.

I can't close this as resloved with the interface I have since I can't change 
the status or set a resolution.

MRU->AMA: the problem regarding the doc file is solved, but not for the RTF
version. Thus I set the Target to "3.x" and lower the Prio to P3.
