Open a new impress doc. Line and filling toolbar and drawing toolbar are visible
per default. Now insert a calc chart using the button. Deactivate it: the
toolbars are missing.

This only happens in Impress and seems to be causes by some special treatment of
toolbars in that application. Further investigation necessary.
I could see in the debugger that Impress doesn't request any toolbars after
object deactivation (what definitely is a bug).

Whole CWS was moved to next release mainly due to this problem.

This happens in Draw and Impress.

Problem was that Impress didn't notice that the toolbars in the LayoutManager
had been destroyed in between. Needs some additional notification.
