The height of pictures is limited to 23.13cm if they are anchored as character.
This limitation does not exist if they are anchored to a page, a paragraph or a
character. But all pictures higher than 23.13cm will be resized to 23,13cm, if
we anchor them as character.

It seems to be a defect in the dialog and in sizing with mouse. If you use the
"Crop" tab in the properties dialog you can set the picture to page size, if you
use the "Type" tab, the hight is limited. It depends on the page size, where the
limit is set, you get 32,40cm for a 42cm page height for example.

It should work equal in all cases.
