In my experience, almost all applications that output CSV (comma separated
values) files do in fact use a comma as the delimiter.  Thus, the Text Import
box should select comma by default for files with extension .csv .  As is, it
seems to always use the most recent settings.

It is indeed a problem. And so many people raise bugs or post topic to discuss in mail list. Confirm it.
