Reproduction:

- Open Tools/Customize
- Switch to tab Toolbars, select standardbar
- Select any item
- Click Modify/Change icon...
- On the "Change Icon" dialog click Import...
- Select a bunch of custom icons (e.g. use
http://www.openoffice.org/nonav/issues/showattachment.cgi/42042/ooicons.tar)
using multiselection
-> All icons appear at the end of the palette
- Select one of the icons to assign, click Ok.
-> The selected item has the new icon assigned
- Click Modify/Cahnge icon again
-> The selected icons (including the assigned one) are no longer present in the
palette.

cd: There are several changes needed to accomplished this task. The current code
is not prepared to store the imported images. As we have to add a new "feature"
to the code this cannot be done within the remaining time span. I have to set
the issue to 2.4.
