I have an .rtf file which has numbered paragraphs. When I open it with Word the
paragraphs number correctly. When I open it in OpenOffice Writer all paragraphs
and Tables are numbered '3'

Confirming with OO 2.1 on WinXP - on attached screenshot circled in red is how 
Writer numbers them, in green - how Word displays.

MRU->HBRINKM: the numberings in this document are all one-paragraph-bullet lists
which have the characters "1" "2" ... as bullet characters. It looks, that this
document originally was not built with MS Word; more by a 3r party tool.
Saving this with MS Wor and than importing into OO Writer will look good.

The .rtf came from Adobe Framemaker 7.0 . Framemaker 'Save As' Word format
messes up the numbered paragraphs that are multiple lines - it repeats the number 
- an issue for Adobe.
