The CHANGE ICON dialog (TOOLS-CUSTOMIZE-TOOLBARS-MODIFY) has no Help-ID

cd: Accepted. The toolbar on the dialog must have a separate help id. The
current help process doesn't generate a help id for complex dialog controls.
