I teach beginning design classes and the draw layer in Open Office would make 
an ideal entry level CAD instruction platform for me if it could talk in 
imperial units.  The issue of sufficient decimal accuracy was dealt with in 
Issue 13314.
As part of the resolution of that issue it was suggested that directly 
measuring in feet,inches, factional inches should be addressed as a separate 
issue.  I am new to OpenOffice and the issue tracker and have not discovered 
that this has been officially submitted as an issue so if it has not please 
consider it so submitted :-)
