- open the attached database
- open the report "countries, empty" for editing
- open the field list floating window
- drag and drop an arbitrary field from this window to the detail section,
  pressing Ctrl-Shift when releasing the mouse
=> This expected to create two controls - one bound, one being a label -
   in different sections. It actually does, but the label is created in the
   page footer, which is nonsense.

This is a new implementation in CWS oj14. Adding keyword "new_implementation",
targeting to OOo 2.x.

You have to possibility to choose between header and footer.
-> CTRL > header
CTRL+Shift > footer

It's no bug it's a feature.

Ah, didn't know this! Would I have found this in the specification if I had

Yes, in the current spec (cvs version 1.5) you find this behavior.
