0. open a new database
1. open the report designer
2. click in the 'page header'
3. push the 'F1' key on keyboard

-> nothing happens (the help dialog should appear)

The Report Designer iTeam decided that this issue is a "should fix" for the
first release of the report designer. Targeting to 2.x, thus.

Fixed also with F6 key.
