Save As... is unavailable using the Basic IDE

a)  There is a File/Save As... menu item but it is always disabled
b)  Ctrl+Shift+S does not work
c)  The Save As... button can be made visible on the Standard toolbar but it is
always disabled

Save As... is only available from the component window (which serves as a
workaround)

For me this is not even P3 as I doubt that it affects a noticeable number 
of users. In most cases a document should already have a name if its
Basic is edited. Besides this the workaround is trivial. STARTED, P4

Reset assigne to the default "issues@openoffice.apache.org".
