According to the Spec there should be a ShowNumberOnFirstPage check box on the 
PageNumber dialog. However this control is hidden in source code [1] and never
shown in the product.

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

The Report Designer iTeam decided to retargeting this issue to "3.0".

Change target to 3.1 due to the ui freeze for 3.0.

Spec is adjusted and this one can be implemented later.
