Hover over a Hyperlink in Writer, the ToolTip will appear. Wait until the
ToolTip disappears, then move mouse cursor away -> ToolTip for the Hyperlink
again appears which is slightly non-logical.

BTW: this is of course not broken by the smarttag implementation - it seems to
be as old as Hyperlinks in Writer.

My steps to produce the effect:
-  hover over hyperlink.
-> tool tip shows up
-  move mouse to regular word
=> tool tip vanishes and shows up again for non hyperlinked word.
This should not happen.
