When expanding the arrowheads button, the arrowheads window displays a different
UI compared to all the other popup windows.

I think this is also related to the weird scroll-bars of this dialog, see
my issue http://www.openoffice.org/issues/show_bug.cgi?id=43481

Set to new and change the target.
