Reproduction
- Open a terminal as normal user
- Set xhost+, become root, set DISPLAY the user
- Start unopkg gui as root
- Start the office as normal user
- Start the Extension Manager via Menu
-> The Extension Manager does not open, there is no message or warning that it
is in use by the Administrator.

As the fact is known that the tool is in use it should be no problem to provide
an errormessage, i guess.

BTW: It still works the other way around: Open the Extension Manager for a
normal user, then for root -> It is open for both then.
