1. Load the attached document
2. Copy the fraction format from C6 to C5
3. Save the document
4. Reload
=> The "1/2" is converted to "12:00:00"

Looking at the file, as the number for 12 o'clock is 0.5 and 1/2 is also 0.5,
the cell with the time is just repeated (number-columns-repeated="2") ignoring
the different number format. However it is still strange that the "PM" is
missing after loading.

I think this may be a duplicate of 
http://www.openoffice.org/issues/show_bug.cgi?id=29101

Time appears to be stored as a double in fValue in the exporter, as with those
issues.

change target from 2.x to 3.x according to
