tried a linux build without admin installrights under debian

if support for other then rpm packages is not possible there should be a clear
errormessage and not (as now) just an errormessage about a not found instset:

smoketest does support debian packages since SRC680m226 (smoketest17). This
issure is duplicate to i76951.
