In Impress hyphenating is always done without inquiry, 
regardless whether checkbox in "Tools-Options-Language
Settings-WritingAids->Options-> Hyphenate without inquiry" is checked or not.
(OOo 2.3 RC3 under Linux/Ubuntu)

Setting target to OOo 3.x, and type to enhancement since the behavior was always
like it is and thus nothing is broken.

Also this one is a UI change and can't be fixed anymore in time for the upcoming
UI freeze.
