Colour toolbar button is not very useful because it always changes to the colour
of the selected text--why would I want to press a button to keep the text colour
the same? I'd rather have it persist, so that I could select text, then click
the button to apply the colour that I've selected, instead of selecting text,
then finding the colour I want on the drop-down menu (multiple times).

(Noted on http://www.oooforum.org/forum/viewtopic.phtml?t=37796 but doesn't seem
to be an issue yet).

This is an enhancement.
In my mind it's a very useful enhancement.

I was successfully able to replicate this issue in OpenOffice Impress v4.1.0 build 9764.

Inconsistency within OpenOffice products
I compared the font color button functionality in Impress against other OpenOffice applications. There is an inconsistency between the button behaviors in Impress, which changes the font color to match the selected text, compared to the same button in OpenOffice Writer, which remains set until the color is changed or the file is closed. OpenOffice Calc and OpenOffice Draw function similarly to OpenOffice Impress.

Inconsistency with comparable products
The behavior in OpenOffice Impress (as well as Calc and Draw) is also inconsistent with the way similar text formatting buttons work in comparable products—Microsoft PowerPoint, Excel, and Paint. Only OpenOffice Writer is similar.
