Steps to reproduce:

* Open a spreadsheet with several rows of data.
* Select a row by clicking the row header on the left.
* Press Ctrl+X. Data from the row is copied to the clipboard, then removed.
* Optionally move to another place in the first column of the spreadsheet.
* Press Ctrl+Shift+V. Under "Shift Cells", observe that "Down" is greyed out.

Interestingly, if instead of Ctrl+X you use Ctrl+C, the "Down" option is available.

EXPECTED BEHAVIOUR: "Down" option should always be available if pasting cells.
ACTUAL BEHAVIOUR: "Down" option is greyed out in the above case.

EXPECTED BEHAVIOUR: Ctrl+X should behave exactly equivalently to Ctrl+C followed
by Del (minus the dialog).
ACTUAL BEHAVIOUR: The two behave subtle differently; so subtly that the effect
is only visible much later. This has large potential of confusing the user.
