In MS-Office tabstops behave sticky when drawn along the ruler (e.i. to the half- and the 
quarter steps). This makes it easier to place them, without the need to give an exact value. In 
OO default behaviour should be adjustable. This would greatly improve usability.

I' m not sure the issue 19654 really adresses my issue. I'd like to see tabstops, wich would 
behave stepwise sticky being drawn along the ruler (to the quarters of a cm for example). 
Because i cannot describe it in better words:
Please compare OO-Tab-behaviour to MS-Office-Tabs. Move them along the ruler. They 
behave sticky. Then you'll see, what i mean.

An related issue is 83127. Especially the comment is good.

I' m not sure the issue 19654 really adresses my issue. I'd like to see tabstops, wich would

Yeah, sorry. I misunderstood your description.

Requested is a mode in the horizontal ruler, where the mouse movement is caught
in quarterly or half steps of the measurement unit, so that the tabs can be
placed at the exact 0,25 0r 0,5 positions.
