it seems if you do the following steps, the inserted note is not visible

1. select top row of spreadsheet and choose Window:freeze
2. on a cell below that freeze line right click and choose 'insert note'
3. enter some text in the popup
4. select a new cell and then hover over the cell containing the note
5. the note is hidden by the frozen cells 

cannot find a way to alter this behavior using preferences or menu choices
this makes using the note feature basically impossible near the top of a sheet
