A 3D bar chart should show zero values as simple filled areas on its floor.
Currently, these bars are omitted completely. Seen in issue 81392.

Also, the data labels should be shown for these data points.

Excel does show zero values within 3D bar chart but not within 2D. This is an
inconsistency within excel I would not like to have within OOo.
