In the upcoming 3.0 version it will be possible to install OOo without
installing any language packages when using native installation tools. Now
you'll get a message box that a vcl resource is missing and vital localization
files are missing due to a corrupt installation. Can we have something
meaningful that point the user to the requirement to install some language packs?
