User name containing special characters, i.e. "ć" (c with apostrophe)
prevents OO from starting (gives some confusing error in dialog box and aborts).
Apparently, OO converts special characters into ASCII characters and tries to
find directory with this new name in "Documents and Settings" directory and fails.
No such user name and user directory exists so it fails to write its files to disk.

If I create such a directory with special characters modified to ASCII (i.e. "ć"
to "c"), then OO works OK and saves its files to this new directory.
This also creates another issue that this new directory is now the default
document directory (instead of using user's directory).

I did not try other OS's (only Windows XP Home) but the issue could be common
depending how other OS's handle special characters.

Please attach example / exact steps to reproduce and don't waste my time.

1. Windows user account name was meant.
2. 'C with apostrophe' is obviously ć, not ç.

Confirmed per comment 3.

I personally cannot enter c with apostrophe to computer name in Win 7 using:
Start menu - right click Computer - Properties - Computer name, domain, and workgroup settings - Change settings - Computer Name - Change...

Account name, not a computer name.
